At the start, it looks like any other trail you might find in the Pacific Northwest. It starts as a gravel and wood chip path shadowed by western Washington’s ubiquitous evergreens. But as one hikes up the path into the shadow of the Cascade Mountains there are signs that this trail once lived a very different life: an old railroad running parallel to the trail, its rusted, crooked spikes sticking up like thorns on a dried-up rose; an echoing tunnel carved into the mountainside; remnants of a workers’ encampment and old tools littering the woods.
A little over thirty years ago, this railroad and workers’ camp was part of the Chicago, Milwaukee, St. Paul and Pacific Railroad system. Now, it is a main feature of Iron Horse State Park, one of thousands of “rail trails” funded by the nonprofit organization Rails-to-Trails Conservancy.
As the centennial of America’s national parks program draws to a close and we look back on a year mixed with celebration and pride for America’s Best Idea and embarrassment over the ridiculous antics of selfie-taking tourists, it is good to take a moment to acknowledge those who still hold to Theodore Roosevelt’s spirit of conservation and initiative in reclaiming land for the enjoyment of all.

Rails-to-Trails Conservancy specializes in providing support and funding to thousands of local organizations across the country that take disused and retired railroads and transform them into walking and biking paths for the public to enjoy. I had the opportunity to discuss RTC’s mission over the phone with the group’s Vice President of Communications Brandi Horton. She enthusiastically shared with me the strong support RTC enjoys in legislation and what she described as a “robust system” of grassroots groups nationwide that alert the organization to opportunities for creating new trails. Horton emphasized that it is RTC’s goal to eventually connect their trails into a coast-to-coast network of low-stress walking and biking trails.
An ambitious goal, and one that RTC is well on its way to achieving. When it was officially formed in 1986, Rails-to-Trails encompassed a little less than 200 miles of trails. Now, the length of its network approaches 2,000 miles.
This is not to say that the RTC hasn’t encountered resistance during its expansion of America’s trail network. An interview with Barry Bergman, Manager of Trail Development in RTC’s Western Office, revealed that overcoming legal issues and land laws is a constant challenge for the organization. Bergman revealed that purchasing land for a hiking trail is not the same thing as purchasing a piece of property, especially since housing property doesn’t usually cross over multiple privately-owned estates. But, RTC has prevailed in defending and upholding the cause of the many groups interested in claiming this prime land for the purpose of creating new rail trails.

Sometimes, Bergman mentioned, state legislation locks horns with RTC’s objectives. The John Wayne Pioneer Trail, longest converted rail trail in the nation – and of which Iron Horse State Park is a part – was the target of a government effort to transfer a portion of the trail back into the hands of private landowners. RTC has thus far resisted these attempts, but the battles continue.

“There’s always something in the courts going on,” Bergman admitted.
Still, with nearly 2,000 miles of trails crisscrossing the U.S., Rails-to-Trails Conservancy shows no signs of slowing down. The paths are a great source of tourism, says Horton, and neighborhoods are always excited to see the benefits of a new, healthy means of outdoor activity. What’s more, RTC’s mission is expanding beyond its original vision. According to Bergman, RTC no longer focuses exclusively on rail trails. Its mission has expanded to include the development of multi-use and paved paths that played no part in America’s railroad history.

Organizations like Rail-to-Trails are not only laying down the claim to new trails and parks for outdoor enthusiasts to enjoy, but also making sure we never forget the legacy of the steam engine, America’s original Iron Horse.
